Engineer, Integrity

JOB PURPOSE: 

The jobholder is responsible to develop Asset Integrity’ systems, standards, procedures, and practices to ensure desired and tailored practices and processes are provided to ensure the integrity throughout the asset life cycle. 

Advise on the Design Integrity (DI), Technical Integrity (TI), and Operating Integrity’s (OI) aspects, tools, policies, procedures, and practices in the company to eliminate any unsafe act or hazardous impact on the industrial activities in the organization, and to meet ADNOC’ standards, local and international legislatives. 

 * Asset Integrity Management System (AIMS) is a management system to ensure integrity throughout the asset life cycle. Essentially, it is a blend of engineering, management and operational skills focused on preventing catastrophic accidents, particularly explosions, fires, and toxic releases, associated with the use and production of chemicals and petroleum products. 

 

KEY ACCOUNTABILITIES: 

 

Asset Integrity Standards 

  • Custodian of technical safety standards, and Design Integrity management system across Borouge. 
  • Develop and manage Borouge’s Asset Integrity Management System (OI, TI, DI) in accordance with ADNOC Standards, international standards, and business requirements. 
  • Maintain and update all integrity related standards, procedures in line with Integrated Management Systems (IMS) to ensure the desired governance of practices, and valid corporate knowledge. 
  • Align the AIMS’ policies and procedures in line with the Company’s HSE Management System (HSEMS), Integrated Management System to ensure efficiency and consistency.  
  • Update and communicate all the relevant AIMS policies, procedures, and relevant documents to ensure timely implementation. 
  • Update the Design Integrity, Technical Integrity and Operating Integrity practices and technology, assess and advise on customized solutions and recommendations to safeguard the company’s Assets Integrity. 

 

Asset Integrity Assurance 

  • Monitor the implementation of the Asset Integrity Management through dedicated Integrity Management System (IMS) to ensure its compliance and performance across the Ruwais Site, and align updates and related matters with Maintenance, Inspection and Operations. 
  • Facilitate the Pre-Start-up Safety Review and participate in Process Safety Incident Investigation to ensure meeting the AIMS standards and KPIs. 
  • Verify implementation of technical safety throughout project life cycle including review of the requirements in Invitation to Tender documents. 
  • Review and assess the technical projects integrity to ensure integrity assurance through participation as independent body in technical safety review e.g. Hazardous Area Classification, Plot Plan, 3D Model, relief, flare and venting / blow down systems, P&ID / PFD, HSECES Identification, etc. 

 

Operational Integrity 

  • Monitor pro-actively technical integrity of plant equipment by systematic follow-up and highlights to the Operating Authority inspection overdue items, critical outstanding recommendations, and plant failures. 
  • Participate in Root Cause Analysis (RCA) of incidents and provide technical advice for integrity related issues.  
  • Review the Operating Procedures (SOP) adequacy for operations to meet the process safety, and the operational integrity standards. 
  • Evaluate adequacy of additional preventative barriers, and mitigate measures, determine re-assessment intervals and methods for all assets.  
  • Follows-up implementation of approved recommendations through site visits to ensure that all activities at various stages are carried out according to approved recommendations. 

 

Management of Change Owner 

  • Audit and investigate the MOC implementation to ensure compliance with the company’s AIMS, HSE, and HSE technical directions. 
  • Set up process for managing risk associated with changes in plant facility, and safety procedures. 
  • Recommend, design, and conduct communications; circulars, workshops, videos, and other types of communication tools to ensure the level of awareness on MOC process among the respective team(s). 
  • Identify, assess, and develop the Asset Integrity development initiatives and projects to ensure optimal standards, policies, and solutions in place, and contribute to HSE projects, to ensure preparedness of the respective plans and predefined outputs. 

 

Risk & Hazardous Assessment 

  • Lead, or facilitate risk assessment activities such as Preliminary Hazard Analysis; i.e. PHA, HAZID, HAZOP, SIL identification study, QRA, FRA, COMAH, etc. 
  • Identify, and recommend the process safety requirements for the technical projects and supplies, to ensure compliance with the company’s overall HSE, and AIMS.  
  • Coordinate and facilitate the internal and external audits with Ruwais Site’ teams to ensure proper review, alignment and development of the respective practices or standards.

  • To keep abreast and knowledgeable about his / her role contribution towards the areas of Health, Safety & Environment (HSE), Sustainability, Energy Management, Ethics & Regulations, and Quality Management and its respective policies, frameworks, procedures, and objectives.  
  • Comply, support, and enrich the culture and understanding of it through his / her communications with internal and external contacts. 
  • Participate and contribute to the design, development and establishment of an Integrated Risk Management Framework within the Unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the function. 
  • Ensure corporate business ethics and the Company’s Code of Conduct are communicated to employees within the function in compliance with the Corporate Policies and guidelines.

 

HSE Excellence 

  • Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone. 
  • Promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface. 
  • Contribute to provide timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace. 

 

Departmental Plans 

  • Plan, supervise and coordinate all activities in the assigned processes / area to meet functional objectives. 
  • Provide input for preparation of the section / department budgets and assist in the implementation of the approved Budget and work plans to deliver the respective objectives.  
  • Contribute to the achievement of the approved Performance Objectives for the section / department in line with the company’s performance framework, and KPIs. 
  • Analyze and address any significant variances to support effective performance and cost control. 
  • Review, prepare, and recommend the required reports on work activities, projects, processes, etc. to next level manager in line with business requirements. 

 

Processes & Systems 

  • Implement approved the respective policies, processes, systems, standards, and procedures to support execution of the work programs. 
  • Perform analysis on the respective processes and activities to ensure timely availability of the data analysis within the respective area. 
  • Train and develop the assigned staff in relevant skills to enable them to become proficient on the job and deliver the respective section objectives. 
  • Provide feedback on updating and implementation of new tools and techniques to improve the quality and efficiency of processes. 
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function. 
  • Adhere to professional business relations and commercial responsibilities in the areas of customer delight, data confidentiality, business communications and representation, and Borouge’s corporate image. 

 

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:  

 

Minimum Qualification 

  • Degree in Chemical Engineering or equivalent  
  • Knowledge of Asset Integrity and Process Safety’ Management Systems, relevant international codes, standards, and regulations. 
  • Knowledge of Technical Safety fundamentals and Process Safety incident investigation methodology 
  • Knowledge of hazard identification and risk assessment tools and their application. 

 

Minimum Experience & Knowledge & Skills 

  • Minimum 7 - 10 years of experience in site operations. 
  • Minimum of 6 years of experience in process design or Technical Safety positions. 
  • Experience in Risk Assessment Studies; i.e. JSA, PHA, HAZID, HAZOPS, PSSR, HSEIA, etc. 
  • Hands-on Management Systems, Safety Design, Studies, and Project Management.  

 

Professional Certifications  

Preferred to be certified in: 

  • Functional Safety Professional 
  • NEBOSH Process Safety Management  
  • Quantitative Risk Management 
  • Dispersion and Consequences Modelling 
  • NEBOSH International General Certificate
