Senior Engineer, Operations Support (Operations Projects Portfolio)

JOB PURPOSE

 

The jobholder is responsible to manage the project control process for the Operations Projects Portfolio in terms of projects approval, projects procurement, and project cost control to meet the projects plans, mandates, and all other objectives while adhering to Borouge’s policies and practices. This role includes developing contracts scope of work and contracting strategy for projects to be undertaken by Operations Projects Portfolio team by taking custodianship of the entire Project life cycle i.e. from Ideation Process to Close-out. Finalize and recommends potential Bidders List, Contract Strategy, qualification / evaluation criteria, negotiation strategies etcetera, Coordinating with and advises Users and Contracts on various contractual, technical, and commercial matters of the Contract. Evaluating claims / requests for contract variations and maintains follow-up until closeout of contract. Assisting the development and implementation of cost controls and provide input to centralized planning and scheduling for Operations Projects Portfolio.

 

KEY ACCOUNTABILITIES

 

Project Control

 Assist in setting up project controls systems, workflows, communications, reporting and reporting tools administration for Operations Projects Portfolio, ensuring consistency and efficiency in project management.

 Monitor the consistency of project controls-related data between different departments, maintaining data integrity and alignment with Borouge's standards.

 Develop project controls guidelines, providing a framework for effective project management and control.

 Coordinate with and advise users and contracts on various contractual, technical, and commercial matters, ensuring compliance with Borouge's policies.

 Evaluate claims and requests for contract variations, maintaining follow-up until close out of the contract, ensuring contractual obligations are met.

 Assist in the development and implementation of cost controls, providing input to centralized planning and scheduling for Operations Projects Portfolio.

 

Internal Project Development

 Assist in developing tender or contract requirements, ensuring alignment with Borouge's business needs and objectives.

 Provide technical clarification on contract scopes to contractors and other related discipline engineers/supervisors, ensuring clear communication and understanding.

 Provide input on contractor performance, helping in pre-qualification exercises and contract close-out reports, ensuring quality and compliance.

 Assist in technical bid evaluation of the bids received on all packages, ensuring evaluations are carried out as per the approved evaluation matrix.

 Develop contracts scope of work and contracting strategy for projects, ensuring comprehensive and effective project planning.

 Finalize and recommend potential bidders list, contract strategy, qualification/evaluation criteria, and negotiation strategies, ensuring strategic alignment. Project Management

 Assist in the development and implementation of contingency plans to mitigate issues that may have a negative impact on the project's contracts deliverables, ensuring project continuity.

 Fully responsible for implementing GVAP procedures for the projects wherever applicable, ensuring compliance with Borouge's standards.

 Review the contractor’s invoices and support documents against signed contracts, ensuring accuracy and accountability.

 Assist in managing handovers of completed parts of the work, ensuring smooth transitions and project completion.

 

Project Cost Estimation & Planning

 Participate in the preparation of budgetary estimates for contract works, monitoring contract costs, evaluating contractor performance, and periodic reporting, ensuring financial control.

 Assist and provide input to project cost estimation, ensuring accurate and realistic budgeting.

 Fully responsible for implementing GVAP procedures for the projects wherever applicable, ensuring compliance with Borouge's standards.

 Assist in preparing five years’ business plan and monitoring of yearly Capex performance, ensuring longterm financial planning.

 Monitor contracts approved contract value and take necessary action in case of forecasted overrun, ensuring budget adherence.

 Assist in seeking management approvals in line with the applicable DOA, ensuring compliance with Borouge's governance.

 Support project cost control activities, ensuring financial discipline and accountability.

 

Change Management

 Administer and manage changes for projects following MOC procedure, ensuring structured and controlled change processes.

 Coordinate all correspondence to ensure all project-related changes and variations are recorded, scrutinized, authorized, and processed in a timely manner, ensuring effective management change.

 Assist in managing handovers of completed parts of the work, ensuring smooth transitions and project completion.

 Monitor contracts approved contract value and take necessary action in case of forecasted overrun, ensuring budget adherence.

 

Internal Risk Management

 Lead risk and event management, process support, and management of change for the respective asset, ensuring risk mitigation and operational continuity.

 Coordinate all correspondence to ensure all project-related changes and variations are recorded, scrutinized, authorized, and processed in a timely manner, ensuring effective management change.

 Assist in the development and implementation of contingency plans to mitigate issues that may have a negative impact on the project's contracts deliverables, ensuring project continuity.

 Participate in operation strategy and business plan, work process development, and standardization, ensuring strategic alignment.

 Ensure quality and compliance to support the entire process in Borouge plants, ensuring adherence to standards.

 Provide technical assistance and guidance to the polymers production team to ensure efficient and safe operations, ensuring operational excellence.

 Follow up on the review and approval process of all plant change requests as per the management of change process, ensuring structured change management.

 Lead pre-studies and feasibility studies required to incorporate new processes and equipment in existing plants, ensuring continuous improvement.

 

Stakeholder Collaboration

 Collaborate with key stakeholders to identify market trends and develop market messages that align with market needs and fit Borouge's strategy, ensuring market relevance.

 Work with global communications and other stakeholders to design and communicate the appropriate messaging for all initiatives, including business, advocacy, and marketing, ensuring effective communication.

 Coordinate strategic projects, both internal and external partners, ensuring effective implementation of the circular economic strategy.

 Lead quarterly business reviews to track marketing and advocacy initiatives, ensuring continuous improvement.

 Develop the marketing plan in alignment with Borouge's strategy and budget, focusing on developing applications, creating customer value propositions, and marketing outreach plans, ensuring strategic marketing.

 Work with key stakeholders to identify market trends and develop market messages that align with market needs and fit Borouge's strategy, ensuring market relevance.

 

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

 

Minimum Qualification

 University degree in Mechanical Engineering, Chemical Engineering, or any related discipline

 Fluency in English Language; written and oral Minimum Experience & Knowledge & Skills

 Minimum of 7 - 10 years of experience in projects management, administration, contracts or control for industrial environment, preferably in Petro/Chemical Plants.

 Solid Exposure on technical scoping and contract development.

 Working experience in; Contracts Development, Warranty Claims, Budget & Cost Control, Contractors Performance, Project Commercial Practices, and Legal Aspects

 Negotiation skills. Ability to utilize specialized applicable software packages.

 Must have the ability to work effectively with applicable SAP systems like Fiori etc.

 High degree of computer literacy to create well-structured documents, spreadsheets, presentations, proposals and other documents

 

Professional Certifications

 Preferred to be certified in Project Management, i.e. PMP, etc.
