Team Leader, Control & Automation
JOB PURPOSE
The jobholder is responsible to lead the automation and control for the Borouge 1 & 2 plants to achieve the targeted availability & reliability of the plant equipment and systems, ensuring smooth operations and safe working conditions for the plant, processes, and personnel in line with the Maintenance’ strategies, plan, policies, and practices.
This role includes leading the technical expertise in the areas of Automation & Control and its relevant systems to support the projects, engineering, and asset’s reliability to operate safely and effectively.
KEY ACCOUNTABILITIES
Technical Support
- Review suggestions for modifications to existing BGS, Standard Drawings, and Philosophies from DDC or Project Consultants for Technical Projects, ensuring alignment with Borouge's standards and requirements.
- Determine requirements and keep track of past design-related issues, lessons learned, and design change approvals, ensuring continuous improvement and knowledge retention.
- Supervise and assign participation in the preparation of specifications and drawings, advising Engineering Standards/Specifications to relevant stakeholders, ensuring accurate and efficient documentation.
- Review and approve the Engineering design and material for modification and renovation projects in the plant and building facilities, ensuring compliance with Borouge's standards.
- Review SPIR and Bill of Material (BOM) for newly installed equipment, confirming availability in EDMS and SAP, ensuring proper inventory management.
- Provide guidance and advice on Instrumentation & Automation, and design and selection aspects for projects, studies, proposals, upgrades, modifications, modernizations, revamps, expansions, and repairs, ensuring technical excellence.
- Review and draft requirements for technology selection, vendor selection, design, installation and implementation of state of the art Control & Automation related to requirements of Operating Plants.
- Provide advice on actions to be taken on technical issues related to Instrumentation, Automation and Control, and determine solutions with concerned personnel.
Automation & Control Reliability
- Contribute to the proper cascade of Borouge OIC (Operation Integrity Committee) Presentations, Safety critical procedures, and lessons learned from other Assets or ADNOC OPCOs to the team on a regular basis, ensuring knowledge sharing and safety compliance.
- Participate in system failure root cause analysis, approving modifications for equipment to improve efficiency and maintenance strategy, ensuring operational reliability.
- Review the implementation of Engineering and other Systems Minor Changes for maintenance for reliability improvement, ensuring continuous enhancement of systems.
- Ensure 100% operability and availability of all relevant systems and equipment with proper planning and analysis, ensuring uninterrupted operations.
- Review the log of On-call and daily activities with prominence on certifying quality and validating the technical report on abnormal conditions prepared by teams, ensuring accurate reporting.
Projects Engineering
- Play a key role in finalizing, reviewing, and evaluating engineering packages for new projects; participate in S.O.R & scope-related studies, Basic and Detail Design Studies, Technology selection, Hazop and SIL study, Factory Acceptance & Site Acceptance Tests (FAT/SAT) covering Automation and Control aspects, ensuring project success.
- Review FEED and EPC engineering specifications to ensure the design facilitates and meets plant performance and reliability requirements cost-effectively, ensuring project alignment with Borouge's goals.
- Provide support and assign resources for Technical Evaluation of Studies, Major and Minor Project Bids (FEED and EPC), Vendor pre-qualification, Bidder evaluation, FEED and EPC Project personnel evaluation including technical interviews and selection, ensuring proper resource allocation.
- Raise Contract Requests and Work Service Orders for Project-related jobs, evaluate, and provide technical recommendations on design and scope changes leading to variations and claims, and provide support to related departments in evaluating claim costs, ensuring financial control.
- Ensure using company-approved vendor’s list for new project equipment, participate in pre-commissioning/commissioning and performance testing of control and automation systems, and review test results and advise acceptance, ensuring quality assurance.
- Through projects, engage in dialogue with vendors for resolving post-commissioning problems and fine-tuning all Automation and Control related equipment, ensuring smooth operations.
- Coordinate instrumentation and control interfaces between existing systems and ongoing projects to ensure optimum system design and smooth pre-commissioning changeover.
- Closely, monitor and control of Automation and Control in Turnaround activities including planning, material, resource availability, safe execution and close out, and review and evaluate bids submitted by contractors or by engineers for coverage and technical content.
Maintenance Support
- Lead to investigate major plant incidents, ensuring root cause identification and corrective actions, maintaining plant safety.
- Screen and approve eMOCs technically, ensuring proper management of changes and compliance with Borouge's standards.
- Provide input for budget preparation and assist in implementation, ensuring financial control and alignment with Borouge's goals.
- Investigate variances to support performance and cost control, ensuring efficient operations and cost-effectiveness.
- Evaluate technical feedback for work orders, preparing action plans for corrective measures, ensuring continuous improvement.
- Control and optimize preventive vs. corrective maintenance costs, aligning with Borouge's objectives and ensuring cost-efficiency.
Policies, Systems, Processes & Procedures
- Implement approved policies, processes, and standards, supporting the execution of work programs and ensuring compliance with Borouge's guidelines.
- Update systems strategy and work instructions, ensuring alignment with industry standards and Borouge's requirements.
- Participate in reviews of Borouge standard documents related to systems, ensuring consistency and accuracy.
- Maintain backups for all Automation systems, ensuring data integrity and system reliability.
- Ensure OT systems compliance with cybersecurity policies, protecting Borouge's information and infrastructure.
- Track performance of security measures, ensuring the protection of Automation Systems and maintaining operational security.
Performance and Leadership Management
- Contribute to achieving performance objectives, aligning with Borouge's strategic goals and ensuring organizational success.
- Deputize for Team Leader during absence, ensuring continuity of leadership and smooth operations.
- Perform Technical Authority duties for Automation systems, ensuring technical oversight and compliance with Borouge's standards.
- Support the recruitment and selection process, preparing assessment questions and panels, ensuring the selection of qualified candidates.
- Design and implement new tools to improve operational processes, enhancing efficiency and innovation.
- Encourage team innovation for system improvement, fostering a culture of continuous improvement and excellence
- Contribute to the proper cascade of Borouge, and respective functional or departmental strategies, policies, and practices of the vision and long-term strategy for Borouge, and contribute to the overall process of corporate governance, management and decision making to ensure the organization maximizes returns to its shareholders.
- Lead the implementation of the function's strategy, ensuring that the overall business goals are fully adhered by the team, while instilling the team’s behaviours and practices towards the Borouge’s Values, desired working environment, and customer focus.
Operations Supervision
- Manage the outputs and all expectations by the team. Empower, recommend, and motivate the team towards uplifting their competencies in relation with their occupations and projects.
- Derive and empower the team to ensure proper working environment according to the company culture, while ensuring the desired professionalism and compliance to Borouge’s data confidentiality, corporate image, according to local regulation and norms for all internal and external communications and business relations.
- Control expenditure against approved functional budget on a regular basis and investigate & reconcile any significant variances to ensure effective performance and cost control.
- Spearhead the Team through staffing, conducting performance appraisals, training, and developing successors.
- Lead the team to make sure accomplishment of all tasks by conducting regular short and weekly meetings.
- Provide the team with support and guidance in relevance to all activities, policy, and procedures.
HSE Excellence
- Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
- Monitor, promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
- Review the HSE Compliance by the team and provide with timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.
Process Development
- Propose, update, and recommend improvements to process that enhance the quality of service provided to the internal and external customers,
- Create and foster spirit among the team that encourages innovation, enhances employee motivation, and supports initiatives for implementation of Change Management to continuously improve processes and services.
- Lead the evaluation of internal processes against best practices in pursuit of more efficient functional processes to define intelligent solutions for issues confronting the function.
- Align the respective policies, processes, systems, standards, procedures, and internal controls, includes ensuring compliance with Functional and Company’s guidelines.
- Ensure compliance with all applicable legislation and legal regulations and propose solutions to the management on issues related to the function.
Borouge Generic Responsibilities

- Participate and contribute to the design, development and establishment of an Integrated Risk Management Framework within the Unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the function.
- Ensure corporate business ethics and Company’s Code of Conduct are communicated to employees within the function in compliance to the Corporate Policies and guidelines.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS
Minimum Qualification
- Bachelor’s degree in Instrumentation & Control, Electronics, Electrical, or related Engineering Discipline.
- Fluency in English Language; written and oral
Minimum Experience & Knowledge & Skills
- Minimum of 8 – 12 years of technical experience in Automation environment, Technical Projects, or Operations for Oil & Gas, Petrochemical Industries.
- Minimum of 6 years of the experience as Senior Automation/ Technical Engineer.
- Minimum of 2 - 5 years of experience in people management occupations.
- Working knowledge on HSE policies applicable in chemical & petrochemical industry.
- Knowledge and understanding of planning tools, techniques, philosophy, and processes existing in an oil/gas or petrochemical industry.
- Hands on CMMS (Computer Maintenance Management System).
- Facilitation execution by overcoming barriers and obstacles within the complex projects/conditions. And initiate inter-departmental collaboration on projects or methods of operating.
Professional Certifications JOB DESCRIPTION
- Certified Project Management, i.e. PMP is preferred.
